Explosive Works were built in the middle of nowhere for safety reasons.
I've assumed it remained active and was connected to the railway by a narrow gauge tramway like Fernilee Powder Mill[1].
Vans bring in chemical precursors and explosives leave in vans.
Passenger are workers at the mill and tourists possibly touring the mill.
